Kansas
Why Kansas?
ITC Great Plains came to Kansas for one key reason: a recognized need from state and federal policymakers for significant transmission investment. There are two principal goals for Kansas’ energy economy:
- The state lost its net energy exporter status in 1999. Kansas consumes more energy than it produces; thus, it has to buy energy and move it into the state.
- Price disparities exist throughout the state, and utilities are limited in their ability to import reasonably priced power or renewable energy.
Kansas V-Plan
What is it?
The Kansas V-Plan will be built in collaboration with Sunflower Electric Power Corporation, Mid-Kansas Electric Company and Prairie Wind Transmission. This high-voltage transmission line is designed to connect eastern and western Kansas. The line will be built in the following segments:
- From Spearville to a new substation in or near Comanche County
- From the Comanche County substation to a new substation near Medicine Lodge
- Prairie Wind will construct the portion of the line from Medicine Lodge to a termination point outside of Wichita
Why do we need it?
The Kansas V-Plan transmission line will help improve electric reliability and enable energy developers to tap in the transmission grid, further establishing a competitive energy market in the state. Furthermore, Kansans will enjoy a robust grid that will increase reliability and lower costs.

Spearville-Axtell Transmission Line
What is it?
The Spearville-Axtell line, also known as the KETA Project, is a 345,000 volt (345kV) transmission line. The line will run about 215 miles from Spearville, Ka., to Axtell, Neb., and will be built in three segments:
- Spearville to the Post Rock substation (near Hays) – 89 miles
- Knoll to the Kansas-Nebraska border – 85 miles
- Kansas-Nebraska border to Axtell – 51 miles
Why do we need it?
The Spearville to Knoll to Axtell Transmission Line will improve the reliability and efficiency of the regional grid, make more affordable energy available and serve as a pipeline to export Kansas’ abundant natural resource — wind energy.
