Activities for the first segment of the line, approximately 89 miles from Spearville to the Knoll substation near Hays, kicked off with Community Open House events on December 9 and 10, 2008 in Spearville and La Crosse. Following input from landowners and the community on route preferences, ITC filed its Phase I siting application with the Kansas Corporation Commission (KCC) on March 13, 2009. The KCC approved ITC Great Plains' siting application for Phase I in July 2009.

ITC Great Plains is now beginning survey work to finalize the line route and soon will enter negotiations with landowners to obtain easements for construction and maintenance of the line. Construction is planned for March 2011 through May 2012, with the line entering service from Spearville to Knoll in June of 2012.
