The Federal Energy Regulatory Commission (FERC) is an independent agency that regulates the transmission and sale of natural gas, oil and electricity. FERC is composed of up to five commissioners who are appointed by the President of the United States with the advice and consent of the Senate.

Southwest Power Pool

SPP is a Regional Transmission Organization, mandated by the Federal Energy Regulatory Commission to ensure reliable supplies of power, adequate transmission infrastructure, and competitive wholesale prices of electricity. Based in Little Rock, Arkansas SPP has 47 members across 8 Southwestern states. In North America, Southwest Power Pool is one of nine Regional Transmission Organizations/Independent System Operators and one of eight regional Reliability Councils. RTOs are the "air traffic controllers" of the electric power grid. RTOs do not own the power grid. They independently operate the grid minute-by-minute to ensure that power gets to customers and to eliminate power shortages. Some RTOs operate wholesale markets where people can come together to buy and sell power. SPP is working towards the implementation of an Energy Imbalance Services Market. SPP provides the following primary services to its 47 members and customers: tariff administration, reliability coordination, regional scheduling, market operations, expansion planning, and contract services.

Kansas Corporation Commission (KCC)

The Kansas Corporation Commission (KCC) regulates five cornerstone industries in the Kansas economy. The Commission has the responsibility of ensuring that natural gas, electricity, telephone and transportation vendors provide safe, adequate and reliable services at reasonable rates. The Commission also has the mandate of assuring that oil and gas producers protect correlative rights and environmental resources. In the absence of competition, the KCC regulates public utilities, common carriers, motor carriers, and oil and gas producers. It does not regulate most electric cooperatives, water cooperatives, municipalities, wireless telephones, long distance phone services, cable companies or the internet.

ReliabilityFirst Corporation

ReliabilityFirst is a not-for-profit company incorporated in the State of Delaware whose goal is to preserve and enhance electric service reliability and security for the interconnected electric systems within its territory. ReliabilityFirst was approved by the North American Electric Reliability Council (NERC) to become one of eight Regional Reliability Councils in North America and began operations on January 1, 2006. ReliabilityFirst is the successor organization to three former NERC Regional Reliability Councils: the Mid-Atlantic Area Council, the East Central Area Coordination Agreement, and the Mid-American Interconnected Network organizations.

Oklahoma Corporation Commission (OCC)

The Oklahoma Corporation Commission regulates public utilities, except those under municipal or federal jurisdiction or exempt from regulation; oil and gas drilling, production and environmental protection; the safety aspects of motor carrier, rail and pipeline transportation and the environmental integrity of petroleum storage tank systems.

The Corporation Commission also enforces federal regulations for underground injection of water and chemicals, underground disposal of certain oil and gas waste fluids and remediation of soil and groundwater pollution caused by leaking petroleum products storage tanks.
